My customer is asking me to change the index page so it searches by state first because she does not have everyones zip codes - is this possible - could you help me?

do you want to simply change the order in which they appear on the page? Or do you want to remove everything but State searches?

You can open the index.htm template and move the code for each form around pretty easily.
